Decision 33-8/8 Local Rule Providing Relief from Tree Roots

Q. May a Committee make a Local Rule providing relief without penalty if a player’s stroke is interfered with by exposed tree roots?

A. A Local Rule is authorised only if an abnormal condition exists. Generally, the existence of exposed tree roots is NOT abnormal. However, if the exposed tree roots are encroaching on to the fairway, a Committee would be authorised to make a Local Rule providing relief under Rule 25-1 for interference from exposed tree roots when a ball lies on a closely-mown area. The Committee may restrict relief to interference for the lie of ball and the area of intended swing. (Revised)

With the following restrictions: Preferred Lies as outlined in the following temporary local rules: THE FOLLOWING TEMPORARY LOCAL RULES SHALL BE EFFECTIVE FROM MONDAY 12th MARCH 2018 PREFERRED LIES UNTIL FURTHER NOTICE, THROUGH THE GREEN, THE BALL MAY BE LIFTED, WITHOUT PENALTY, AND CLEANED. THE BALL MUST BE MARKED BEFORE LIFTING AND RE-PLACED WITHIN 6 INCHES OF WHERE THE BALL ORIGINALLY LAY, BUT NOT NEARER THE HOLE AND NOT IN A HAZARD AND NOT ON A PUTTING GREEN. A PLAYER MAY PLACE HIS BALL ONLY ONCE, AND IT IS IN PLAY WHEN IT HAS BEEN PLACED. IF THE PLAYER FAILS TO MARK THE POSITION OF THE BALL BEFORE LIFTING IT OR MOVES THE BALL IN ANY OTHER MANNER, SUCH AS ROLLING IT WITH A CLUB, HE INCURS A PENALTY OF ONE SHOT. AERATION HOLES ON THE PUTTING GREEN, A BALL THAT COMES TO REST IN OR ON AN AERATION HOLE MAY BE PLACED AT THE NEAREST SPOT NOT NEARER THE HOLE THAT AVOIDS THE SITUATION.
